TIF: infrastructure funding panacea?

Tax Increment Finance has been a key regeneration tool in the USA for almost half a century now. With the current dismal state of public finances, and little hope of a return to pre-recession availability of money in the short term, could TIF provide the answer for infrastructure funding?

 TIF accesses the increase in land value caused by development in an area and uses anticipated increases in tax revenues to leverage funding for development. In the USA it has been widely used to attract investment to sites that would otherwise not receive it and it is often used for urban renewal, affordable housing, cleaning up pollution and public infrastructure. With a significant lack of available public money for infrastructure industry has become increasingly interested in this tool however it is not without its detractors and there could be significant hurdles to implementation.
